Yesterday, the Great Lakes Loons announced that they were extending their PDC with the Dodgers to 2014.

So I believe that were down to 13 Low A PDCs expiring in 2010:

Bowling Green Hot Rods – Tampa Bay (signed through 2010)
Burlington Bees – Kansas City (signed through 2010)
Clinton Lumber Kings – Seattle (signed through 2010)
Fort Wayne TinCaps – San Diego (signed through 2010)
Kane County Cougars – Oakland (signed through 2010)
Lansing Lugnuts – Toronto (signed through 2010)
Quad Cities River Bandits – St. Louis (signed through 2010)
Augusta GreenJackets – San Francisco (signed through 2010)
Greensboro Grasshoppers – Florida (signed through 2010)
Hagerstown Suns – Washington (signed through 2010)
Hickory Crawdads – Texas (signed through 2010)
Lakewood Blue Claws – Philadelphia (signed through 2010)
Savannah Sand Gnats – New York (NL) (signed through 2010)

The Fort Wayne Journal Gazette posted an article about the Low A PDCs yesterday, and just as they discussed the possibility of the Dodgers going to Fort Wayne, they extend with Great Lakes.
